okay, im wrong. seems we have at least four different tailbars for this car:
USDM: Red Subaru SVX UKDM: Black Subaru SVX (with rear fogs) JDM: Black Alcyone SVX JDM: Red Alcyone SVX is the red one from... I don't know, 97's?

that seems about right. Think the edm came in red as well, but I dont live in e, so I dont know

Could be just a manufacturing change. Remember how bright red-orange the lettering is in the 1992 US rear panels? In later years, the red lettering was darker and more subtle.
