I ran out and checked the fuse and its good. So, I guess I will get the adapter and a kit to charge it. If it is only 64 outside, will the compressor even turn on if it is under 65 degrees?

Yes, it should still turn on the compressor. If anything, put it on defrost to ensure it turns on. In defrost, it will run the compressor at almost any temps. It won't turn on even on defrost below a certain temp, but that's down below freezing.

I am fairly sure in defrost mode it will turn on the compressor even well below freezing.

It uses the dehumidifying function of the Air Conditioning system to keep frost from forming on the inside of the window.

That makes sense, when the temp is cold enough humidity is not able to stay in the air. I dont know what temp that is though, low teens high single digits maybe.
