Failed SMOG, High HC levels

92 SVX
167k.
Bone stock

Had the SVX smog the first time and the numbers were great.
Idle HC- 51 out of 120, CO- .02 out of 1.00
2500 HC-39 out of 140, CO- .04 out of 1.00

Failed b/c the there was a leak in the EVAP system.

Took it to a smog shop and they determined that the fuel pump cover was not secure and the vapor was leaking from there.

They fixed that and re-smogged it.

Idle HC- 255 out of 120, CO- .02 out of 1.00
2500k HC- 11 out of 140, CO- .00 out of 1.00

According to the SMOG tech, he revved the car for 3 mins to get it warm.

So what gives? The only thing that was done was tighten the evap system. The mechanic thinks that the leak was keeping the HC levels low. I thinks he's full of it.

I pulled the front pass spark plug and it looks ok. The gap is good and the electrode looks clean.

I am about to go get a new PCV valve and a can of seafoam and run it through the engine. Drive it the 30 miles in rush hour traffic home and then smog it.

Any thoughts or suggestions?
