Melting fuses

Heres one I have not come across yet, the fuse for my left radiator fan melts the plastic part on the positive side of the plugin, it doesn't blow and is still completing the circuit and allowing the fan to run normally. the spec calls for 25w fuse thats whats in there, so any electrical gurus out there have an idea??
