Question Help ;-; Failed emissions... unique ->

I had to go in twice.

The first time I passed (technically), but just barely.

The second time I failed horribly.


First test:
-------------HC ppm------------------------CO%--------------
-----limit---reading---result----limit----reading-----result
idle__750_____78____PASS____1.00____0.92_____PASS

Second test:

idle__750____295____PASS____1.00____2.21_____FAIL
The 02 reading dropped dramatically during the second run, and now that I look, the rpm idle for test one was 908, test 2 was 608.

I'm sure the drop in RPMs made a difference...

There was one other factor. For test one I had the cone filter installed. That's why I got failed even though the emissions were fine. Second test I had the stock filter on.

Suggestions?
What is the proper idle? I thought it was around 690.

the air filter should not affect it.... the change in idle is suspect... how long had the car been warmed up and the like. how much time had passed betweent tests?

the carbon monoxide... can't a high number be the result of running too rich? hmmm i'm not sure... EGR and PCV are always suspect for emissions too

It had been running for a while. Half an hour to 45 minutes the first time. 1 hour to 1:15 second time.
Idle goes up and down constantly. At one point I observed it hanging at around 500.

edit:CO% for test one at 2435 rpm was only 0.07 and test two at 2474 was 0.00.

I bet if I tweak something to keep the rpms a little higher I'll be good.

The only number that increases at higher rpms is CO2, but it's only slightly.

The guy called my one filter a "cool air intake". Interesting.
he also said it failed because it had no C.A.R.B. number. California something or other.
What the heck does Cali have to do with here and my car that came from Georgia?
