Grrrrrrrrrrrrr!!!

Lovely day. First, ran out of gas. Next, I go to use my power window and it doesn't work. Not even lit. Then, I get out of my car to check the fuses, and the power seatbelts are stuck in restrain position. Then, I discover there's no power window or power seatbelt fuse. WTF? I did a search, and didn't find anything helpful. Any ideas? Thanks.
