Dan it's not a good idea to open the cap, once the system is full. The whole idea of the expansion tank, is to keep the system full of water, and exclude all the air. Air in the system causes corrosion, and allows air pockets in the head and block to cause local hot spots.

If it is full and working, as the water heats up and expands, it pushes water into the tank. When it cools down it draws the water back to the engine. If you keep opening the cap air will enter the cap and overflow pipe, this air can prevent the water from being drawn back into the engine.

If the engine has been hot, don't remove the cap, while there is any pressure still in the system. The pressure raises the bolling point of the water, which boils at 100*C, but may be at 103*C. If you open the cap, and let the pressure off, all the water will boil instantly.

Allways feel the top hose first, to see if there is any pressure before you remove the cap.
