If the tar is fairly fresh, I have used WD-40 with great success.

I recommend Meguiars Scratch-X, Fine Scratch & Swirl Remover. This stuff was developed to remove scratches, swirls, AND bonded contaminants, such as road tar, even overspray paints. Meguiars produces excellent products that tend to work as advertised if used according to directions. It will take a bit of work, but I think it will safely remove the tar from your car - it is clear-coat safe. As a side benefit, you will take out all the tiny scratches that cause the dull finish on your paint.

Find Scotch-Brite multi purpose no scratch scour pads. They work on everything. (You may not have to wax after using them.) Kerosene, soap and water. Mineral Spirits not paint thinner (thinner will damage your paint). Mineral spirits is one of the safer petroleum or paint products WD-40 works great as well. Spray on and wipe off. Smooth peanut butter. Let it sit for about 30 seconds then remove with a clean cloth. You may have to repeat a few times depending on how thick and how long the tar has been on the car. Don't forget to wax after using cleaners. Take your pick. Hope they help.
