My tensioner was working just fine when I replaced my timing belt about two years ago. That sucker was hard to compress.
http://www.subaruparts.com/diag/?mod...ategory=013-A2 Looking at that diagram, replacing the entire tensioner would be expensive. $80 for the tensioner itself and what looks like another $114 just for the pulley. In terms of things you should replace 'while you're in there,' I'd put the cam seals above the tensioner. I mean, replace it if the pulley's bearing is bad or if the tensioner isn't springy enough. But I wouldn't replace it as part of a normal timing belt change.
