Tail center light bar foam replacement

I am getting water inside the deck lid and I am pretty certain it is coming in from the corners of the center light bar that says "Subaru SVX" or "Alcyone SVX".

I have ordered new foam inserts for it, there are two, and I was surprised that they were flat when they arrived. I had thought they would be molded to the shape of the corners.

The old ones also have a kind of tape on them in the corners. It appears to be that kind of double sided tape that when you peel the backing away leave only the sticky residue, no foam. I am having a hard time finding this.

For anyone that has replaced these, how important is this tape, can they be installed with out it. Or can I substitute something else? It is hard to find tape like this.
