Power steering woes

I have a 93 SVX with 114k miles on it and it has a power steering problem
My dad took the car in to the dealer (I don't know which one, I'm writing this from Taiwan while he's in the US) for the 120k mile service. The dealer said there was a problem with the power steering (I noticed this like the day I got the car)

We changed the belts a few times after getting the car and it seemed to help but after a week or two the problem would come back up (squealing noise and hard to turn, even pushing back against the turn). This got to be a hassle so we left it until now.

The dealer wants to charge my dad 2300to fix this system (that's half the car) and another shop wants 600-700. I haven't done the O-ring replacement nor have i flushed the system, but would either of those help my problem?

Is there anyone in the Bay Area that could help me check this stuff [im not really familiar with under the hood] (along with the TPS possibly?)?
