What's the deal?

What's the deal with the Legacy clutch master cylinders? I have three, that appear to be nearly new, that won't squirt. I have yet to see one work. I will hold the cylinder in my hand with nothing attached to it, and fill it and cap it. I pump it once and get a good squirt and nothing else on subsequent pumps. Am I missing something?
