There is a "limit switch" mounted on the shoulder harness track, near the front of the door (near as I can tell from the diagram). If there's a problem with the switch, you have to slam the door hard to get the belt to move back. I know this intimately!
It might be possible to either unplug or short across the switch, depending on how it operates. Still, that might be hardly less of a pain than unplugging the motor.
The part number of the switch is 64700PA200. If you go to subaruparts.com and search by the part number, it will show you a diagram.
