it is not terribly hard to replace a pump. I'd say I can do it in 2 hours - a pro should be able to do it in an hour.
Burnt wiring is always suspicious - it is all fused, I fuse should burn out first and protect the wires. Corrosion might be a contributor there, but in that case the pump is likely to be OK.
You can't reliably tell pump condition from resistance check alone.
Ask them to measure current consumption by the pump and compare it to the factory manual.
