Nail polish and/or a repair kit will prevent the cracks from spreading? Forever or temporarily?

Now, there was another story of how a few days in intense California heat caused a windshield crack to spread from end to end. What about extreme cold, like this past winter in New England, where we got below freezing every night? That would cause contraction and therefore cracks, would it not?

Perhaps I have little to worry, since the damage was caused last August and passed through the winter to the present without expanding.

Another Question is, when I try to register the car, will the inspectors give me heck over a quarter-sized crack in the windshield and demand I get it replaced?
