He's not right, technically, and this is why.

Yes, '94 and later SVXs have an electronic speed limiter, but it's not the rev limiter. There's a very simple explanation why a rev limiter wouldn't curb an SVX's top speed:

The '92 and '93 SVXs are only limited in their top speed by drag.

I seem to remember reading that the SVX's gearing, if the car had enough power, would allow it to reach over 200mph before redlining.

I'm almost certain that all model-year SVXs have a rev limiter and '94-up SVXs have speed governing circuitry, as well.

Whether or not those ECUs also contain features that hinder those cars' performance, I don't know - but I suspect that's the case.
