The adjustment bracket is not pressed in to the idler pulley but may become lodged over time. Remove the nut and washer on the face of the idler bearing and then remove the idler bearing along with the adjuster. Take a punch or a large screwdriver and remove the adjuster by striking the adjuster shaft at the center of the bearing, it should come out easily. after you remove the adjuster clean it up with a wire brush and it should slide easily into the new bearing.
