This entire culvert enterance was filled with large rocks and a plastic bucket that fell in during "roadwork", this caught leaves and gravel, thus the water overflowed onto the road.



What I dug out of the hole, the bucket is no longer there, but you get the idea.



After I discussed my concerns with the contractor he "paved " the corner with some leftover asphalt and said more $$$ to do the drainage... It had cracks from day one, this is a 300 degree switchback type turn, and even though I have never built a road I am well aware of the stress on a corner such as this, the loose area is less than 1 inch of asphalt, and there is another area on the inside of the corner.





The sandbags and drainage was put in by the property owner to slow further damage, it also seems likley that the contractor did not use a vibrating type roller to compact the base, most of the missing gravel is out in the fields or in the drainage ditches
