The Headlight assemblies are the same. There are internal adjusters (you have to remove the lens to get to them) with alignment marks that designate DOT, EUR, or JPN. The German lights have the mounting inside for the fog lamp and adjuster since they also share the same housing with the rest of the world.

The glass/plastic lens does direct peripheral light, but the main focus is controlled by the internal settings.
