I've always heard that they all have had governors, but I personally have not had the balls to take mine above 130 on the road and that only once because I wanted to see when it would stop accelerating well. (I've never been to any sort of high speed track, the only type of racing I've done is tight track autocrossing)

What I've always noticed is on almost all cars, the governor is set to the speed rating of the tires that the factory puts on the car. I think that this needs to be done in any computerized car for liability reasons.
