The TPS itself can be tested, but it should be done on the car with a high quality 'scope. Sometimes you can catch a glitch on a digital meter that has a high sampling rate, but I'd rather trust a 'scope.

Don't buy the Wells brand crap from Autozone for this (if still available), it's about $100 and will more than likely be nothing but trouble. Most people here know how I feel about Autozone, but this transcends that, the Wells line is pretty bad (read: cheap junk) no matter who sells it.
