Its been my experience the struts dampen the movement but they also will keep you from bottoming out on slow, really slow speed bumps like you spoke of.
They would do nothing if you hit them at higher speeds.
An as to the only way to know if they are bad would be to take them apart because even bad springs would pull the strut back out, or even not allow it to compress by hand.
