Because the pumps and rack were made to use ATF as hydraulic and lubrication.
PS fluid was created in the late 70's for no good reason really. Up until then, every MF required ATF or some euro brands may have already switched to a special hydraulic oil in the power steering system.
PS fluid does not give the proper lubrication and protection to the steering system in a vehicle meant for ATF.
