Yeah my vote would be for solenoid c... although you shouldn't rule out other things just yet. I dropped my extension housing 4 times (paid once) to replace the solenoid, check for pinched wires, etc then out of frustration I changed the TCU and all has been well ever since.
Since it sounds like your solenoid C is stuck on, putting in the fwd fuse probably won't matter.
Changing the solenoid isn't hard, you could easily do it yourself if you have a nice garage or access to a lift. Also, there is a wealth of knowledge about this matter here on this forum.
