The noises you describe and the lack of check engine light with the key on do indicate that the ecu is not booted up propperly. It could be electrical or it could be your stage I adaptor. We've never had one go bad before but that doesn't mean it can't happen. If it's your problem just send it back with a note and your shipping address and we'll get a new one out to you. I'll put the adaptor in my car to see if it does the same thing and let you know what I find. I almost hope it is the adaptor so you don't have to continue the ominous search for electrical problems.
