To elaborate on my questions:
1. I wonder why the previous owner had the change holder out in the first place?
2. In your photos you have the panel pulled back. You must have a missing bolt that holds that panel on. Normally you cannot pull that panel back until that bolt is removed (by first removing the change holder).
