As to trouble with Subaru turbos, it's not likely a blind incident report thing, as their frequency of repair surveys break down into numerous categories, from engine major, engine minor, drive train, exhaust, right down to the audio system. More likely they don't have enough respondents to reach a statistically meaningful conclusion. I recall a year or two when they offered no reliability projection for the Baja due to "insufficient data."

And I would venture to guess that not many STis have been sold relative to the overall Subaru line. The market for penis substitutes is still relatively small (pun intended), thankfully. And the issues have been mainly isolated to the STis. Any time the envelope is pushed, there is a chance that a weakness will be exposed. Sometimes it is a bad decision on the part of the engineers (cast parts versus forged) and sometimes it is a minor oversight that caused a major problem (bad ECU tuning at WOT or a bad relay in the fuel system, causing a lean condition at WOT). It even happens to the great car companies, like catfish motors:
