Lets not forget the legacy of Intelligence neglect and red tape created by the Clinton administration. The government can't change a version of software within two years, how could you expect a new administration to repair 8 years of security dismantling in 20 months?

In the following years there are many examples of Clinton's team ignoring the signs. One I remember is a flight school contacted the FBI with fears of hijacking after one of the terrorists was only concerned about learning how to fly a plane in the air, not takeoffs.
