It is part of the PCV system. The positive crank case ventlation pulls blow by gas and oil out of the crank case. It keeps the crank case at low pressure (as long as your foots off the throttle) The baffel separates the oil vapor from the air and gas before pulling it back into the engine. The oil drips back down into the crank case. The ait and blow by gas then gets pulled into the intake manifold and burned. I think it's is a nice design for the separation process.

There is a metal replacement? That would be good.
