1. I don't know. Only a few of mine are still good. I just figured that eventually I'd have to drill out the old bolts, tap the threads and start using stainless hardware.

2. You are seeing the driveplate. The starter motor meshes with those teeth, just like on a flywheel. I don't remember if the underside is supposed to have a cover over the access hole, but the cover that fits in the upper hole basically sits there without any kind of catch or tab. I don't know why mine is still there.

Those access holes are the only way to get to the bolts that attach the driveplate to the torque converter, so, yeah, there's supposed to be a hole there.
