The "bright" switch they are referring to is not the same as the dash brightness control. When you turn your headlights on, your radio, clock, shifter console, and climate control panel all dim. The "bright" switch at the very end of the headlight control switch makes those items bright again. This is handy when you want to drive with your headlights on in the middle of the day without making your clock impossible to see.

I knew that. Actually, the unique feature is the automatic
dimming of the lights when one turns on the headlights, which is overridden by the "bright" switch.
