Tom,
Adding a hard 1/4" shim above the rear crossmember will effectively lower it from the factory position by a 1/4". I understand the benefit of adding a shim above and below the crossmember, but depending on how tight you plan on locking down the nut, it'll be next to impossible to get the crossmember back in the factory position.
