$.01 - Who is the 'governing body' that would tell you that your tint is too dark? They must have some sort of meter for testing. Take your car to them and have them tell you.

$.02 - Take your car to a company that installs tint, if the rules are that strick in your area, I would think they would have the equipment to insure that their work is legal.

That's my two cents worth of suggestions . . .

Problems:
Antenna doesn't work - Bought a 'new' one - Too cold to install . . . OK, it's warmer but I have other projects too!
Ticking from front of engine, passenger side - Stuck lifter?
