Kienan, for what it's worth, I noticed this same thing on the '94 LSi when we bought it last year from a Seattle Subaru dealer. It was one of the things we negotiated to be corrected as part of the sale. The dealer failed to get the thing to work correctly and some service guy replaced all the mechanicals in the sunroof as a result (for which the sales dept. was charged $700+; the service guy ain't there anymore).
They told me the little wheels the roof panel rides on had flat spots, which is why it needed a little shove in the opening mode, to get it going. Good Luck.
