It refers to a "car phone" setup. High-end cars of that era often came with a car phone, a cellular hand-held phone with a cord in the center console, with aftermarket car phones mounted on stalks attached to the floor pan of the car. Many of these had a "hands free" feature with a pickup microphone in the driver side A-pillar, or similar location. They were not phones that you could take with you outside the car. Technology has advanced since then and today's cell phones offer many more options.
