No you do not then need the fuse. The relay coil would safely burn out if there were shorted turns and the location is safe.
In any event, a 30 amp fuse would not protect the relay or a light wire, as is only required for a connection to the battery. Any fuse fitted should be as close as possible to the battery end of the wire. I note from where this strange specification originated. Perhaps it was assumed that the relay draws 30 amps.
