Power steering fluid foaming over

I'm new. Searched using the terms "power steering fluid leaks hose rack". I got lots of hits but nothing on this issue.

The car has been leaking Dextron all over the place. At first it was thought to be the transmission gasket but that's been fixed. Big puddles. I got in today, started it up, backed out to get on level ground, popped the hood and the fluid was foaming up past the power steering dip stick and running down all over the place. I just got the car so I hadn't had the engine running and the hood popped yet.

I'm thinking back pressure from a clogged line or (correct me if I'm wrong) clogged in-line filter. I doubt it's the rack and pinion but haven't put it up on a lift to confirm (and won't be able to until next weekend).

I'm hoping someone has seen this before so I can pass it on when I return the car this week and pick up a different svx.
