I discover this as I had the AC compressor bearing sieze and it shorted out the AC clutch (blowing the fuse). Disconnected the connector on top of the AC Compressor and replace the fuse and fans came back to life.

The AC fuse is fine. no problems what so ever. The relays are probably the culpret(spelling) so ill have to so some working at it to get them to come off with out breaking the tabs.
