It should be simple Eric.

When you click the link to Start a New Thread, it shows you the edit page as per all posts.

Beneath that page there is a bar called Additional Options. Click the button on the right of that bar. It then shows the options. One of these is Post a Poll, and you should be able to do a poll with up to 4 variant answers.
