I've never heard of that law and out here there are as many lifted trucks as stock ones. Some of these have 10" lifts w/ 32" (or bigger) tires and could easily drive over my the front of my car either in forward or reverse. Not to mention there are a few cars out there even lower and sleeker than the SVX. Not only that, but the whole "approach angle" thing is big in the off road community (but these vehicles aren't just driven off road
), that meaning the taller and more vertical an obstacle the truck can climb over, the better.
Glad to hear the guy isn't a total jerk though and that things are looking good for your case.
