That is not normal.
I did this to my 97 OBS, 91 Legacy and 92 SVX before and after I fixed the RWD. When the rear wheels do not spin with all tires off the ground the AWD is not working.
If you do not fix the RWD the front dif may also need to be replaced. Under heavy acceleration it will overload the FWD unless you put it in FWD mode.
