Right enough Ron.

8V's over here were usually rated at 112 HP or so. Memory tells me the 16V was about 125 or 128, but I would accept your figure.
In the early 80's neither had a cat in Europe. I have seen tests that suggest Ryan's figure of 104 would be about right for an American spec car with emissions strangulation.

Tuners here and in the UK love these engines[and in Deutchland also]. I have seen multi tests using dynos where all of the stock engines were making more than the official VW figure before tuning. As against that, Japanese HP figures seem to err on the side of optimism for smaller cars, but can be understated for the big muthas that "restrain" themselves to the government 280 hp limit.
