Yes well Beav suggested cutting a hole in the floor, that would do the job, gee you could even get a tension wrench in there. He was only j/k.
When you tighten the adjuster, you are tighting the band to the drum and pushing the servo piston back into the cylinder, to take all the slack out. Then backing off 3 turns sets the clearance.

Settting it to 6.5 ftlbs applies enought tenson to achive this, without stretching it. It is not that critical to get the right torque. I would use a 3'' spanner and use one finger, if you are strong in the hand, or two fingers if you are a bit limp wristed.

If you still have flaring, tighten it a half turn. If it still binds, loosen it half a turn. But start from the right 3 turns first, don't just get in there and go a bit this way or that way, you are risking trouble. The box manufactures know the best.

When you are doing it, don't let the adjuster unscrew as you loosen the lock nut. If the adjuster unscrews too much it can drop the link off the end of the band, and the box has to come down to replace it.
