at least YOU can get around it that way
here, it doesnt matter WHAT u have a bill of sale for, they go by the "book value".....ie: buy a junker and pay for the same car in premo condition
the only way around it is to pay ANOTHER fee and have an independent shop appraise the car.then the dmv takes the higher of the two values (between your receipt and the apparaised value)

for ex: if your bill of sale was for 200$
"book value" was 1500$
and your appraisal read 800$ you'd STILL have to pay taxes on the 800$
