The coils have 12V fed to them all the time, like the injectors. The Igniter unit switches a ground to the coil when it is to fire. With the exposed wires, even if the 12V feed and the igniter wire are shorted together, it won't hurt the igniter unit as it will only allow a set current to flow to ground in the igniter, so it won't burn it out.

If you can't find 12V at the coil, then it is a simple supply problem.
