That is a lot of faith in common sense on the part of dealers, who initially thought it would be a fast, assured 4500. Auctions don't get you a guaranteed price, they get you what somebody who wants a good deal is willing to pay.

Common sense had no role in the C4C/CARS program from it's inception, I don't take for granted that the dealers had it, either. Many of them were clamoring for the program, until it fell on it's face on the back end, and they had already fronted the money.
