There have been quite a few cases reported regarding lack of signal voltage to the actuating solenoid, due to various causes and the subject has become rather confusing. Connect a test lamp, handlamp, or some other lamp which draws a decent amount of current, across the solenoid at the starter. Do not rely on a voltmeter, as this will not show up marginal resistance in the circuit. Operate the ignition switch start signal and check that the bulb comes on good and bright proving adequate voltage. Observe how the solenoid operates, i.e. solidly or otherwise. Check all connections to the starter while you are at it.
Report back with a view towards curing any fault, rather than adding a relay as a stop gap, which will be your last resort. This fault has proven a challenge for some. You will find a search interesting and informative.
