The resident Mechanic at the on base do it yourself hobby shop said it looked to him like the tire was very underinflated and driven like that for some time. Looking at the outside shoulder that kinda makes sense. The mech is ASE certified. His reason does make sense cause nothing under the fender looks like it has been rubbed enough to create that kind of damage.
