I'm afraid that if you look deeper, you will find that more abuse it than use it. You need to include the not for profit SSI and W-2 agencies that the states hire to disperse the aid. There was one in Milwaukee last year that closed because of a financial scandal. Deeper investigations showed that throughout its existence, this agency has had mid six-figure administrators and a consumption rate of almost 80%. That means that only 20% of the money they took from the taxpayers actually went to aid the people in need.
Unfortunately, this place only closed because they were caught red-handed. There are many other organizations that operate on the same scale and they just haven't been caught yet. There is no performance clause in these organizations and the press is very hesitant to investigate minority run aid programs.
If the tax dollars marked to help the poor actually went to the poor, there wouldn't be any poor.
