Does your friend understand that there is NO 90 story building there even now? The two that were there were knocked down by a bunch of barbarians who feel fulfilled in life to kill innocent people. The Freedom Tower (I think that is what it is being called) will be the tallest building in Manhattan at 1776 feet tall (wonder where they got that number  ) Also the section of Manhattan you are referring to I would be shocked to see anything 2/3 that size be built.
